On December 28, the OLCC issued a notice of public hearing and proposed rule amendments to allow industrial hemp to be sold into and processed in the recreational market. The notice with proposed rules can be found here.
The proposed rules include, for example, a $1,000 fee per hemp certificate, standards for the certificate approval, privileges and prohibitions for certificate holders (i.e., requirements and restrictions for transferring hemp into the retail system), CTS tracking requirements, and THC concentration limits.
The OLCC will hold a public hearing on January 15, 2019 at 10:00 a.m. Written comments may be submitted to the OLCC through 5:00 p.m. on January 29, 2019.
In the meantime, there is a temporary rule that takes effective January 7, 2019 as a stopgap for current certificate holders whose temporary certificates were set to expire this month.
